The India Office had assumed that the

Colonial Office had been consulted; otherwise, they

would have consulted us themselves before sending off

the letter to India. I explained to Mr.Walton the

situation as to warning British Protectorate

Governments as in my letter of the 12th August to

Sir Malcolm Delevingne (No.26.). Mr.Walton assured

acts, to

me that there would be no difficulty about India

allowing any consignments on existing contrac

send me a copy of the letter they had written to India,

and to correct it by telese if we saw any objection

to the phraseology. I see no objection to the letter

as sent.
